2023 TSC Interview Scoring System for Teacher Promotion.

At least 36,000 teachers have been announced for advancement by the Teachers Service Commission (TSC).

In a recent circular, the commission outlined its strategy for addressing teacher job stagnation by elevating educators to all nine grade levels.

TSC stated, “Primary, secondary schools, and teacher training colleges will all receive promotions.”

12,716 promotions for senior master positions and 10,819 promotions for senior teachers in normal primary schools have been allocated by the commission.

Additionally, there are 216 senior teaching positions (Grade C4) at teacher training colleges and 700 senior teacher positions in special needs schools.

“Those interested are expected to apply for the positions by the 8th September, 2023 through the TSC portal,” TSC said.

  • Master’s Degree and higher: 5 points
  • Bachelor’s Degree/Higher Diploma: 4 points
  • Diploma: 3 points

Career and Professional Development

  • Diploma in Management/Professional Course: 5 points
  • Certificate in Management/Professional Course: 4 points
  • Relevant Workshops/Seminars: 3 points
  1. Proficiency in Technical Aspects

Teachers Service Commission

  • Understanding of TSC’s Structure, Function, and Policies in line with the New Constitution: 3 points
  • Familiarity with the Code of Regulations for Teachers and the Code of Conduct and Ethics: 4 points

Curriculum Development, Implementation, and Assessment

  • Knowledge of Curriculum Development, Implementation, and Supervision (KICD, TSC, KLB, KNEC, etc.): 10 points
  • Grasp of Education Policies and awareness of other Stakeholders’ roles, including County Governments: 5 points
  • Awareness of Educational Trends: 5 points
  1. Leadership and Management Abilities

Roles and Responsibilities

  • Head of Department: 4 points
  • Involvement as Club/Society Patron, Class Teacher, House Teacher, etc.: 4 points
  • Teaching role: 3 points

Institutional Administration and Management

  • General Institutional Administration (e.g., Resource Management): 10 points
  • Knowledge of Institutional Financial Management and Procurement Procedures: 10 points
  1. Performance over Three Years

Average Mean Score

  • 11 and above: 20 points
  • 10 – 10.9: 18 points
  • 9 – 9.9: 16 points
  • 8 – 8.9: 14 points
  • 7 – 7.9: 12 points
  • 6 – 6.9: 10 points
  • 5 – 5.9: 8 points
  • 4 – 4.9: 6 points
  • 3 – 3.9: 4 points
  • 2 – 2.9: 2 points
  • 1 – 1.9: 1 point

Improvement Index

  • 2 and above: 20 points
  • 1.70 – 1.89: 18 points
  • 1.50 – 1.69: 16 points
  • 1.30 – 1.49: 14 points
  • 1.10 – 1.29: 12 points
  • 0.90 – 1.09: 10 points
  • 0.70 – 0.89: 8 points
  • 0.50 – 0.69: 6 points
  • 0.30 – 0.49: 4 points
  • 0.10 – 0.29: 2 points
  • 0.09 and below: 1 point

Note:

  • The assessment must be endorsed by the institution’s head.
  • The scoring depends on either the subject Mean Score or Improvement Index from the current or previous position (whichever is higher).
  1. Contribution to Co-curricular Activities (Over the Last 5 Years as an Official, Coach, Referee, etc.)

(a) School level: 1 point (b) Sub-County level: 2 points (c) County level: 3 points (d) Regional level: 4 points (e) National level: 5 points

TOTAL SCORE = 100

Note:

Significant weight will been given to performance in the Kenya Certificate of Secondary Education (KCSE) examination results.

Teachers achieving a mean score of 11 and above will receive a maximum of 20 points in this category.
