TSC Roles Considered by the Ministry of Education

1. Education Regulation

The task force proposes establishing a new regulatory organization, the Kenya Professional Teaching Standards (KePTS), to separate regulation from employment.

2. Quality Control

The Taskforce proposes that the Ministry conduct quality assurance entirely, in order to reduce redundancy between TSC and the Ministry.

3. Accountability of the Principal

TSC will focus on hiring and deployment, while school principals will report to the Ministry.

4. CBC and Teacher Education

The Ministry will take up teacher retraining and related allowances for the competency-based curriculum (CBC).

5. Transfers of Teachers

Decisions on teacher transfers will need to be approved by both the TSC and the Ministry.

6. Cases of Teacher Discipline

The job of the TSC will be replaced by an Education Appeals Tribunal, which will handle disciplinary proceedings.

7. Promotions for Teachers

When it comes to teacher promotions, TSC will discuss with the Ministry.

8. Medical Insurance

TSC and the Ministry will collaborate on a review of teachers’ health insurance.

9. Management of Information

Among the proposed amendments are the deletion of Section 42 (5) of the TSC Act and the registration of the Commission under the Data Protection Act.

10. Commission Administration

The quorum for Commission meetings will be increased from half to two-thirds of the Commission’s members.
