TSC Sets Due Dates for Wealth Declaration Exercise
In November 2023, the Teachers Service Commission (TSC) will roll out a wealth declaration exercise for educators. Online testing is planned to continue until midnight on December 31, 2023. The Commission has not yet enabled the website where educators can report their financial information.
All public officers, including educators, are required by Sections 26 and 27 of the Public Officer Ethics Act (POEA) to file an annual declaration of income, assets, and liabilities (IALs). According to TSC circular 12/2021, the consequences for failing to comply or giving incorrect or misleading information include a fine of Kshs 1,000,000 or imprisonment for up to one year, or both.
In February 2022, the Commission had issued a warning to withhold salary of teachers who failed to report their wealth by December 2021. Sub County Directors were provided with a list of instructors who had failed to provide their financial information in January. Those teachers were given until the end of the month to provide an explanation.
TSC Chief Executive Officer Nancy Macharia stressed the importance of teachers disclosing their financial information, even if they are on leave, interdiction, suspension, or an allowed absence from duty. The system is set up so that new teachers don’t have to wait more than two years before making their first declarations.
Institutional leaders were tasked with tracking the rate of wealth declaration on their campuses and reporting any cases of noncompliance before the end of the year. Please note that this activity can only be completed in an electronic format; printed copies of the form will not be accepted.
