TSC Releases the 2023 Wealth Declaration; Teachers Should Apply by December,

For teachers hired permanently and eligible for pensions, the Teachers Service Commission (TSC) has opened the 2023 wealth reporting process.

TSC CEO Nancy Macharia urged all teachers to finish their statements by the deadline of December 31, 2023, in a circular dated November 7, 2023.

Macharia emphasized that the wealth declaration process will take place online and that the system has been designed to make it easier for recently hired teachers to make their initial statement.

Every two years, Public Officers are required by Sections 26 and 27 of the Public Officer Ethics Act (POEA) to reveal their Income, Assets, and Liabilities (IALs).

“Any teacher employed by the Commission who fails to submit the declaration or gives false or misleading information will be liable to a fine of Kshs  1,000,000 or be imprisoned for a term not exceeding one year or  both  upon conviction,” Macharia emphasized.

In February 2022, the Commission issued a warning to withhold salaries of teachers who failed to declare their wealth by December 2021.

Macharia, in a circular, cautioned that teachers failing to declare their wealth would be subject to administrative disciplinary action in accordance with the TSC Administrative Procedures on DIALs (Declaration of Income, Assets, and Liabilities).

She specified that all TSC-employed teachers must declare their Income, Assets & Liabilities, including those on leave, interdiction, suspension, or authorized absence from duty.

Macharia clarified that teachers with less than two years of employment should submit their initial declarations, as the system is designed to facilitate this process.

Intern teachers are exempt from declaring their Income, Assets, and Liabilities.

“Teachers are encouraged to make their declarations early to avoid last minute rush that may lead to system congestion or downtime” TSC stated.
